The Trust, in association with the Hobart City Council, is undertaking a review of options (or modes) for sustainable transport to the Mountain. The aim is to eventually develop a system that incorporates a range of transportation modes, and provides for year-round access to the Mountain for all of the community, in keeping with the Trust's Vision for the Park and the Wellington Park Management Plan 2005.
In May 2009, the Trust released an Invitation for Ideas, seeking to promote community discussion on what transport options may be acceptable. The Trust received 69 submissions in response to the call for ideas.
Draft Sustainable Transport System: Public Comment
The Trust has now released a draft Sustainable Transport System for public review and comment. The aim of the paper is ensure community discussion on transport options and forms the second step in a broader consultative process being undertaken by the Trust.
The ideas for transport modes previously put forward have been reviewed in light of the strengths and weaknesses of individual options, including a review of social, environmental and economic issues, and the sustainable transport criteria.
Importantly, the modes have also been reviewed in light of the particular constraints of the local environment of the Mountain, and also the planning and policy controls established by the Trust to manage the broader Park.
As outlined in the paper, the review utilises a set of criteria, prepared by the Centre for Sustainable Transportation in Canada (see below). The criteria have been adopted locally (Australian Local Government Association) and internationally (European Council of Ministers for Transport, Transport Canada).

Sustainable Transportation Criteria
A sustainable transportation system is one that:
- Allows the basic access needs of individuals and societies to be met safely and in a manner consistent with human and ecosystem health, and with equity within and between generations;
- Is affordable, operates efficiently, offers choice of transport mode, and supports a vibrant economy; and
- Limits emissions and waste within the planet's ability to absorb them, minimizes consumption of non-renewable resources, limits consumption of renewable resources to the sustainable yield level, reuses and recycles its components, and minimizes the use of land and the production of noise.
